The excuse is that police and ambulances couldn’t get through during the massacre:

Commissioner responsible for Las Vegas wants to ban private cars from the Strip because gawping tourists cause massive traffic jams

• Chris Giunchigliani suggested allowing only buses, taxis and ride-hailing cars
• She said it would make it easier for first responders to get where they need to be
• There was ‘difficulty’ for emergency services during the October 1 mass shooting

Las Vegas commissioner Chris Giunchigliani has said the city should ban private vehicles from driving down the Strip in the aftermath of the October 1 mass shooting.

Giunchigliani said having only pedestrians, buses, taxis and ride-hailing cars on the street would relieve congestion and make it easier for emergency vehicles to get where they are needed.

The Clark County commissioner said: ‘We really need to look at how you move someone much more safely, especially given what happened with the shooting, because we had difficulty getting emergency vehicles through.’
