‘Patch and Pray’ Crack Repairs on Oroville Dam Emergency Spillway: UC Berkeley Civil Engineer
“They put cement into the cracks and troweled it over,” a Berkeley civil engineer said. “I call it ‘patch and pray”’
Six months before rushing water ripped a huge hole in a channel that drains a Northern California reservoir, state inspectors said the concrete spillway was sound. As officials puzzle through how to repair Oroville Dam spillway, federal regulators have ordered the state to figure out what went wrong.
Earlier inspection reports offer potential clues, including cracks on the spillway surface that if not properly repaired could let water tear through the concrete. In recent years, construction crews patched cracks — including in the area where water burrowed a huge pit last week. …
Last August, a team of inspectors did not check the channel on foot but instead from afar, also concluding that everything looked fine. …
Robert Bea, professor emeritus of civil and environmental engineering at University of California, Berkeley, said it’s “obvious those repairs didn’t work.”
“We don’t have details on the repairs, but they put cement into the cracks and troweled it over,” Bea said. “I call it ‘patch and pray.”’
On Monday, federal regulators told the department it must enlist a group of independent consultants both to assess what went wrong and to recommend long-term fixes.
Documents and interviews show that crews were patching cracks in 2009 and 2013. …
“Any type of evidence that might have been there is gone,” Eric Holland of the water resources department’s dam safety division said. “Everything has been washed away.”

Corexit is a product line of solvents primarily used as a dispersant for breaking up oil slicks. It is produced by Nalco Holding Company which is associated with BP . Corexit 9500, four times more toxic than crude oil, is one of the most poisonous dispersants ever developed, and is up to 20 times more toxic than other dispersants, and only half as effective.
When Corexit 9500, with its 2.61 ppm toxicity level, is combined with the warm waters of the Gulf much of it will transition into a gaseous state that will be absorbed into clouds, to be released as toxic rain upon all of the Eastern United States

EPA Whistleblower Accuses Agency of Covering Up Effects of Dispersant in BP Oil Spill Cleanup
With BP having poured nearly two million gallons of the dispersant known as Corexit into the Gulf of Mexico, many lawmakers and advocacy groups say the Obama administration is not being candid about the lethal effects of dispersants. We speak with Hugh Kaufman, a senior policy analyst at the EPA’s Office of Solid Waste and Emergency Response and a leading critic of the decision to use Corexit. [includes rush transcript]

HUGH KAUFMAN: Well, Corexit is one of a number of dispersants, that are toxic, that are used to atomize the oil and force it down the water column so that it’s invisible to the eye. In this case, these dispersants were used in massive quantities, almost two million gallons so far, to hide the magnitude of the spill and save BP money. And the government—both EPA, NOAA, etc.—have been sock puppets for BP in this cover-up. Now, by hiding the amount of spill, BP is saving hundreds of millions, if not billions, of dollars in fines, and so, from day one, there was tremendous economic incentive to use these dispersants to hide the magnitude of the gusher that’s been going on for almost three months.
Congressman Markey and Nadler, as well as Senator Mikulski, have been heroes in this respect. Congressman Markey made the BP and government put a camera down there to show the public the gusher. And when they did that, experts saw that the amount of material, oil being released, is orders of magnitudes greater than what BP and NOAA and EPA were saying. And the cover-up started to evaporate.
But the use of dispersants has not. Consequently, we have people, wildlife—we have dolphins that are hemorrhaging. People who work near it are hemorrhaging internally. And that’s what dispersants are supposed to do. EPA now is taking the position that they really don’t know how dangerous it is, even though if you read the label, it tells you how dangerous it is. And, for example, in the Exxon Valdez case, people who worked with dispersants, most of them are dead now. The average death age is around fifty. It’s very dangerous, and it’s an economic—it’s an economic protector of BP, not an environmental protector of the public.
Now, the one thing that I did want to mention to you, Amy, that’s occurred in most investigations, back even in the Watergate days, people said, “follow the money.” And that’s correct. In this case, you’ve got to follow the money. Who saves money by using these toxic dispersants? Well, it’s BP. But then the next question—I’ve only seen one article that describes it—who owns BP? And I think when you look and see who owns BP, you find that it’s the majority ownership, a billion shares, is a company called BlackRock that was created, owned and run by a gentleman named Larry Fink. And Vanity Fair just did recently an article about Mr. Fink and his connections with Mr. Geithner, Mr. Summers and others in the administration. So I think what’s needed, we now know that there’s a cover-up. Dispersants are being used. …there’s been a lot of work to show the dispersants, which is true, make it more difficult to clean up the mess than if you didn’t use them. The sole purpose in the Gulf for dispersants is to keep a cover-up going for BP to try to hide the volume of oil that has been released and save them hundreds of millions, if not billions, of dollars of fines. That’s the purpose of using the dispersants, not to protect the public health or environment. Quite the opposite.

BP-Halliburton-Transocean-Well is loosing 60% or 9824psi of oil and gas pressure to the rock strata in the Gulf of Mexico. Chris Landau (geologist)
The well structure is obviously gushing oil and gas in large quantities. Here is why.
14.7 pounds per square inch equals 1 atmosphere which is equivalent to 32.8 feet of water or 10.3 meters of water. This also equates to an 8.5 pound per gallon mud weight (density) or 0.45 pounds per square inch (psi) per linear foot. The well is 18360 feet deep. If the well was filled with water it would have a pressure of 8262 psi at the base.
If it was filled with drilling mud with a mudweight (density) of 17 lbs per gallon while drilling took place, in order to keep the gas and oil out of the well, it would have had to have a pressure of roughly twice that of water at 16524 psi or roughly 0.9 pounds per square inch increase in pressure per linear foot with depth.
At 5000 feet BP is reporting a pressure of 6700 psi.
This pressure is not even equivalent to that of seawater pressure at the bottom of the well or 8262 psi. We know that when the drilling crew substituted sea water for drilling mud, the blow out occurred. So the pressure in this well is obviously much higher than 8262 psi.
So we know that this well is loosing gas and oil pressure at 16524psi minus 6700psi which equals 9824 psi.

BP was aware of cracks appearing in the Macondo well as far back as February, right around the time Goldman Sachs and BP Chairman Tony Hayward were busy dumping their stocks in the company on the eve of the explosion that led to the oil spill, according to information uncovered by congressional investigators.
The Mining and Mineral Services agency released documents to Bloomberg indicating that BP “was trying to seal cracks in the well about 40 miles (64 kilometers) off the Louisiana coast,” according to the report.

In a previous article we documented a number of the health dangers from this oil spill that many scientists are warning us of, and now it has been reported on CNN that the vast majority of those who worked to clean up the 1989 Exxon Valdez oil spill in Alaska are now dead. Yes, you read that correctly. Almost all of them are dead.
In fact, the expert that CNN had on said that the life expectancy for those who worked to clean up the Exxon Valdez oil spill is only about 51 years. Considering the fact that the oil spill in the Gulf of Mexico is now many times worse than the Exxon Valdez disaster, are you sure you want to volunteer to be on a cleanup crew down there? After all, the American Dream is not to make big bucks for a few months helping BP clean up their mess and then drop dead 20 or 30 years early.
